I'm wondering if this is built on a converted steam frame and wheels. Apart from its ungainly appearance, the are some balance weights drilled out as if no longer needed to the same extent in their new role. The GW did something similar when they rebalanced the Jones 0-6-0s of the Cambrian.

Looking at my picture of the same locomotive and its sister BA 14, I'm fairly confident that it is at Romarantin. Can also confirm that I was built on the frames of an old 0-6-0T engine
