Penarth Town Historic Photo

I am hoping that someone can help me with this photograph from Penarth Town Station - any details would be of interest - many thanks

Super photograph! Probably a statement of the obvious but it looks like a school excursion. The ladies are presumably mothers seeing off their sons. From the style of their hats I would say it was 1920's or early 1930's. I can't make out the headboard. Was it a special train or was it a normal service train with a school or society headboard placed on the front?
I have forwarded this to the forum of the Welsh Railways Research Circle http://www.wrrc.org.uk/phpbb and someone there may be able to provide some more information.

I posted this query on the Welsh Railways Research Circle Forum (http://www.wrrc.org.uk).

The only response is as follows:

"It's a very small group for a school, less than one coach load. The centre element of the headboard might be the Penarth town crest. The loco appears to be a 56xx, so 1924 or later."
